Fubara Presents ₦1.854tn 2026 Budget to Rivers Assembly
Rivers State Governor, Siminalayi Fubara, on Friday presented a proposed ₦1.854 trillion Appropriation Bill for the 2026 fiscal year to the Rivers State House of Assembly, describing it as the “Budget of Resilience for Growth and Development.”
Presenting the budget before lawmakers at the Assembly Complex in Port Harcourt, the governor said the proposal represents a 24.49 per cent increase over the adjusted 2025 budget. He attributed the projected increase to improved revenue expectations from the Federation Account Allocation Committee (FAAC), derivation funds and internally generated revenue.
Governor Fubara stated that the budget was designed to consolidate economic growth, strengthen infrastructure, improve social services and accelerate human capital development across the state. He added that the spending plan reflects the administration’s commitment to fiscal discipline, transparency and prudent management of public resources.
A breakdown of the proposal shows that ₦1.405 trillion has been earmarked for capital expenditure, while ₦413.1 billion is allocated for recurrent expenditure.
Sectoral allocations include ₦533.3 billion for Works and Infrastructure, ₦315 billion for Education, ₦105.4 billion for Healthcare, ₦41.4 billion for the Rivers State House of Assembly, ₦30 billion for the Judiciary and ₦19.3 billion for Agriculture.
Receiving the appropriation bill, Speaker Martin Amaewhule assured the governor that members of the House would give the proposal the required legislative attention. The bill subsequently passed its first reading before the Assembly adjourned plenary for further legislative proceedings.
