ABSIIDP Conducts Open Competitive Bidding for ADB-Funded Projects in Abia
The Abia State Integrated Infrastructure Development Project (ABSIIDP) on Thursday, September 10, 2026, conducted an Open Competitive Bidding exercise for projects funded by the African Development Bank (AfDB) and covering Lots 2 to 10, as part of efforts to ensure transparency, competitiveness and value for money in the implementation of critical infrastructure across Abia State.
The bidding exercise, held at the ABSIIDP Head Office in Umuahia, attracted over 100 construction firms, which submitted bids for the various projects. The projects cover the construction and rehabilitation of major roads as well as gully erosion control and protection works across Umuahia, Aba and other parts of the state.
Among the projects covered are Lot 2, comprising the Ndiolumbe–Nitigha–Umuetegha–Umumgboho–Umuabali–Umuezu–Kputuke Umuru Road and Omoba–Umuaja Amaede Ndiolumbe Road in Aba; Lot 3, covering the Apumiri–Ubakala–Agburuke Road and Nbawsi–Eziala Osusu–Okpuala Ngwa Road, Aba; and Lot 4, the Amaogwugwu–Umuagu–Afor Umuezike Road in Umuahia.
Lot 5 covers the Itungwa–Agburueke Road and the Obingwa, Aba Gully Erosion Control and Protection Project, while Lot 6 is for the Amuvi–Ututu–Isu Road in Umuahia. Lot 7 comprises the Umuezike–Afor Umuda–Uzo Isingwu–Empire Carpet Industries Road and Afor Umuda–Ulonna North Road, both in Umuahia.
The remaining projects include Lot 8, the Umuahia Gully Erosion Control and Protection Project at Ishi-Okata; Lot 9, the Umuala–Umuakwu–Ohuhu Nsulu–Oloko Ikwuano Road in Aba; and Lot 10, the Uhuokwu–Ubaha–Agro Allied Industries Limited Road in Umuahia.
Speaking during the exercise, the Abia State Commissioner for Works, Engr. Otumchere Otti, represented by the Director of Works in the Ministry, Engr. Udo-Obi Iweha, said the state government was committed to ensuring that infrastructure projects were awarded to competent and qualified contractors.
He explained that the decision to conduct an open competitive bidding process was deliberate, stressing that it would provide a level playing field for eligible contractors while enabling the government to identify the most qualified firms capable of delivering the projects to the required standards.
Also speaking, the ABSIIDP Project Coordinator, Engr. Dr. Ndudim Ononiwu, reiterated the project’s commitment to delivering durable and high-quality infrastructure that would serve the needs of beneficiary communities and contribute to the overall development of the state.
Ononiwu said the competitive bidding process was necessary to ensure that the best and most technically capable contractors were selected to handle the respective projects, noting that the quality and sustainability of the infrastructure remained a priority for the project.
The Procurement Unit of ABSIIDP, led by Pst. Iheanyi Nnodimele Paragon, conducted the bidding exercise for Lots 2 to 10, with the process carried out transparently and in line with the applicable procurement procedures and international best practices.
With the completion of the open competitive bidding exercise, the projects will now proceed to the bid evaluation stage, where the submissions of the participating firms will be assessed against the stipulated technical, financial and other procurement requirements before successful contractors are selected for the respective project lots.
The process is expected to culminate in the award of contracts to qualified bidders and the commencement of the projects, further advancing the delivery of critical road and erosion-control infrastructure across Abia State.
